January 30, 2008 THE BAXTER BULLETIN, Mountain Home, Ark. Page 3A OBITUARIES Virginia 'Tip' McGuire, 79 Virginia "Tip" McGuire, 79, of Mountain Home died Monday, Jan. 28, 2008, at Hospice of the Ozarks Hospice House. She was born May 2 28, 1928, in Ravenden to William K. and Lillie M.

Bragg Tipton and lived in Mountain Home since childhood, graduating from Mountain Home High School as salutatorian of the class of 1946. On Jan. 11, 1947, she married Dean McGuire in Mountain Home. Mrs. McGuire McGuire was a former employee of The Baxter Bulletin newspaper and Western Auto Store.

In 1960, she went to work for First State Building and Loan and retired in 1980 as an executive vice president and managing director. She was active as a book marker for the Friends of the Library book sales. She was a loving wife, mother and caring friend who was known for her quick wit and ability to always see the humorous side of life. She is survived by her husband of 61 years, Dean McGuire of the home; a daughter, Kathy (Bill) Lacefield of Jacksonville; two sisters, Willene McGuire of Carson City, and Betty Jane (Stan) Hood of Cookeville, a brother: Kenneth (Connie) Tipton of South Haven, two grandchildren, DeAnna (Dean) Campbell of Sherwood and Tim (Mindy) Lacefield of Maumelle; two great-granddaughters, Regan and Riley Campbell; and several nieces and nephews. She was preceded in death by her parents and a brother, Glen Tipton.

Arrangements by Roller Funeral Home will be private with private entombment at Mausoleum of Honor in Baxter Memorial Gardens. Keeter, 76 YELLVILLE Fredrick "Fred" H. Keeter, 76, of Yellville, passed away Tuesday, Jan. 29, 2008, at Hospice of the Ozarks Hospice House in Mountain Home. Services will be 10 a.m. Saturday at Burns Funeral Home Chapel with the Rev.

Nick Lascaro officiating. Visitation will be 6-8 p.m., Friday. He was born April 23, 1931, in Yellville, the son of Wilson and Opal (Johnson) Keeter. Fred was a career veteran of the U.S. Air Force and was a master sergeant who served in both the Korean and Vietnam wars.

He married Patricia Jones June 1, 1957. Fred served on the Marion County Democratic Committee, National Democratic Committee and in 1990, was appointed by Governor Bill Clinton as a member of the Criminal Detention Facilities Review Committee. He was a member of American Legion Post 61, Yellville First United Methodist Church and The Domino Gang of 210 Domino Lane in Yellville. Fred was a Marion County native but lived several years in Newport before moving back to Yellville 30 years ago. He is survived by his three brothers, Heskel Keeter and wife, Ada, of Mountain Home, Howell Keeter of Dearborn Heights, and Larry Keeter and wife, Christine, of Montrose, Scotland; a niece, Patricia Calhoun and husband, Jerry, of Newport; three other nieces and two nephews; seven great-nieces and great-nephews; seven great-great-nieces and great-great-nephews; numerous cousins; his companion of 16 years, Crazy Dog, along with many wonderful friends, including his close friend, Jerry Campbell.

He was preceded in death by his parents; his wife, Patricia; and one brother, Hoyt Keeter, formerly of Lutz, Fla. Interment will be at Pleasant Ridge Cemetery in Yellville. Pallbearers will be Carnes McCormack, Robert Eiden, Lee Campbell, David Doshier, Jim Milligan and Monty Davenport. Honorary pallbearers will be members of The Domino Gang of 210 Domino Lane and members of American Legion Post 61. Memorials may be made to Hospice of the Ozarks Hospice House, 701 Burnett Drive, Mountain Home, AR 72653 or Yellville First United Methodist Church.

McGuire Billy Price, 66 Arrangements for Billy Price, 66, of Mountain Home are pending at Roller Funeral Home. Mr. Price died Tuesday, Jan. 29, 2008. Jane Andrewson, 69 A memorial service for Jane Andrewson, 69, of Mountain Home will be 2 p.m.

Friday at Mountain Home Church of Chris. Mrs. Andrewson died Saturday, Jan. 26, 2008. She is survived locally by her son, A.D.

"Pete" Andrewson, and her mother, Dorothy P. Messick. Arrangements are by Roller Funeral Home. Helen Irene Pell, 69 BULL SHOALS A memorial service for Helen Irene Pell, 69, of Oakland will be 11 a.m. Friday at Christ by the Lake Lutheran Church in Bull Shoals.

Mrs. Pell died Monday, Jan. 28, 2008. She is survived locally by her husband, Ronald Lee Pell. Arrangements are by Twin Lakes Cremation Society and Funeral Wardin Trombly, 69 SALEM Services for Wardin Trombly, 69, of Viola will be 2 p.m.

Thursday at Cox-Blevins Funeral Home Chapel. Visitation will be 1 p.m. until service time. Mr. Trombly died Monday, Jan.

28, 2008. Janet 'Jan' Grebner Solheim, 65 Mountain Home. Ms. Solheim died Sunday, January 27, 2008. Arrangements are by Roller Funeral Home.

Harold 'Hal' Campbell, 89 A funeral for Harold "Hal" Campbell, 89, of Midway will be 2 p.m. today at Roller Funeral Home Chapel. Mr. Campbell died Friday, Jan. 25, 2008.

He is survived locally by his wife, Rose L. Campbell. Shirley Julia Fick, 81 Services for Shirley Julia Fick, 81, of Gassville will be private. Mrs. Fick died Saturday, Jan.

26, 2008. She is survived locally by her son, James Fick. Arrangements are by Kirby Family Funeral and Cremation Services. Kenneth Tate, 55 SALEM A funeral for Kenneth Tate, 55, of Horseshoe Bend will be 11 a.m. today at Cox-Blevins Funeral Home Chapel.

Obituary notices are posted on our Web site, www.baxterbulletin.com Judge says state's no-bid contracts are legal LITTLE ROCK (AP) A judge has ruled that Arkansas' constitution does not require state government to bid construction projects competitively, rejecting a lawsuit that questioned millions of dollars in state funded building contracts. Pulaski County Circuit Judge Jay Moody ruled against a group of contractors Monday who argued the state constitution prohibits the state from awarding building contracts without first taking bids. Moody ruled that the constitution requires counties to bid projects competitively, but not state agencies. "I would have drafted this differently," Moody said, referring to the state constitution's language on contracts. Moody issued his ruling from the bench after a hearing of roughly 30 minutes.

The Contractors for Public Protection Association, which sued state agencies, universities and other construction companies over the no-bid practice, said i it will appeal Moody's order to the Arkansas Supreme Court. Sting operation in Theodosia nets meth The Ozark County Sheriff's Department conducted a sting operation Monday in Theodosia and found a significant quantity of methamphetamine, said Ozark County Sheriff Raymond Pace. The methamphetamine had been delivered to someone in the Theodosia area through the United States Postal Service, Pace said.

Also recovered was drug paraphernalia, he said. The investigation is continuing, he said. The United States Postal Service assisted in the investigation. Water and sewer meeting rescheduled The Mountain Home Water and Sewer committee meeting has been rescheduled from Feb. 21 to 4 p.m.

Feb. 28 in City Hall. The meeting is open to the public. Boil order for Wildwood subdivision The Northeast Public Water Authority has issued a precautionary boil order for Baxter County Road 30 and Wildwood subdivision until further notice. Gerry Lance, spokesman for the water authority, said a fitting blew off a line and workers had to shut the water line down to repair it.

The water was off for several hours. A water sample has to be tested and approved by the State Health Department before the boil order is lifted. Wildfires break out at old army post BARLING (AP) Several wildfires broke out at Fort Chaffee, spreading to vacant barracks as winds fanned the flames. Fort Smith City Administrator Randy Reed said at least 40 buildings were involved in the fire and businesses that moved to property once part of the old army post have been evacuated. There were no reports of injuries.

Television station KFSM said early reports Tuesday were that as many as nine buildings suffered heavy damage. Smoke could be seen at the old post in western Arkansas.
