Page 2A THE BAXTER BULLETIN, Mountain Home, Ark. Saturday, March 7, 2009 Briefs Kenneth W. Byng, 70 A memorial celebration for Kenneth W. Byng of Oakland will be noon to 2 p.m. Sunday at Oakland Community Center, with Tony DeWeese officiating.

Kenneth Byng died Thursday, March 5, 2009, in Mountain Home at age April and the 2009 street plan. The meeting is open to the public. Submitted by city of Norfork Solid waste district meets The Northwest Regional Solid Waste District board met Thursday in Harrison and elected new officers. Berryville Mayor Tim McKinney was elected board chair and Bull Shoals Mayor Ron Richter was elected vice chair. Mountain Home Mayor Dave Osmon was elected secretary.

The district owns the landfill in Baxter County and is comprised of mayors and judges from the six-county area the landfill serves, which include Baxter, Boone, Carroll, Marion, Newton and Searcy counties. Ken Byng is survived by his wife, Elaine Byng; son Bernard (Yvette) Byng, of Tracy, daughter Pamela Byng of Charlotte, N.C.; brother Jerry (Carol) Byng of Abrams, two sisters, Shirley Earley of Peshtigo, and Carol Owens of Milwaukee; numerous nieces and nephews; grandchildren Andrea and Jessica Byng; and special friends, Corky, Jim and Chuck. He married Elaine Johnson Nov. 3, 1968, at Reno, and worked as a mechanical engineer for Military Sealift Command for 28 years. Ken Byng lived in Oakland since 1988, moving from California. Octavio Pollock, 22, was charged with rape after a 54-year-old woman filed a report with the Baxter County Sheriff's office, stating she had been raped at her residence on U.S. Highway 62 West, according to a Baxter County Sheriff's office news release. The victim knew the offender and gave his name and information to the investigator.

During an interview, Pollock admitted to the allegations, according to the release. He was taken to the Baxter County jail with bail at $50,000 and is scheduled to appear in Baxter County Circuit Court on March 19. Submitted by the Baxter County Sheriff office Yellville woman arrested YELLVILLE Cynthia Moreland of Yellville was arrested Thursday on a charge of delivery of marijuana. The arrest was made following a joint investigation by the Marion County Sheriff's office, Flippin Police Department, Arkansas State Police and Arkansas Probation and Parole. Moreland was released from the Marion County jail after posting $2,500 bond and is scheduled to appear in Marion County Circuit Court on March 18.

i Two face drug charges Two Flippin residents were arrested Wednesday on drug charges. Eric Higgins, 35, was charged with delivery of marijuana and Kimberly Higgins, 37, was charged with delivery of marijuana and Lorazepam. Eric Higgins was taken to the Marion County jail with $5,000 bond and Kimberly Higgins was taken to jail with $10,000 bond. They are scheduled to appear in Marion County Circuit Court on March 18. Flippin man arrested A Flippin man was arrested Wednesday on a drug charge.

Seth Rogers, 26, was charged with delivery of marijuana. He was taken to the Marion County jail, where he posted $5,000 bond. He is scheduled to appear in Marion County Circuit Court March 18. The Flippin Police Department also assisted in the investigation.
